The intention here is to list and discuss some of the issues around recognition of a general right to navigate
Numbers of paddlers on a river.
One concern is that opening up access will result in rivers being overrun by paddlers. Some rivers already experience high volumes of paddlers ( Such as the Wye and Dart). Having more choice of where to paddle could reduce demand at these hotspots. If further areas of high demand develop then a means of managing these needs to be developed.
